Short answer is - Yes, you can use Shopalyst Advertising Automation application to create campaigns in DV360.

Shopalyst Advertising Automation has API integrations to the majority of the media platforms which it supports. With DV360, Shopalyst Advertising Automation provides SDF files for setting up the campaign. Once you create the campaign in Shopalyst Advertising Automation, please generate the SDF file and upload them to DV360.
